In order to improve the quality of the newspaper and to train the reporters and editors, the Yangtse Evening Post set up an assessing and evaluating office in2006, and simultaneity constructed a performance evaluation system. As the core content of incentive and restrictive mechanism, the system includes a set of standards for the appraisers to evaluate the news reports, the layout and the photos of the newspaper everyday. The process of evaluating is open, and the results are published everyday. Not only does the result relate to the personal merit pay, but also it effects the promotion, the models choosing and the year-end bonus.As an editor of the Yangtse Evening Post, the author is familiar with the course of system-constructing and its operation status in5years. In the paper, the author tries to use the theoretical tools of compensation management, to investigate the content and the operation status of the system, and discuss its positive and negative effect for the development of the Yangtse Evening Post and the quality of the newspaper. Then, on the basis of analyzing the reasons behind the various phenomena, and according to the actual experience, the writer puts forward a set of feasible and systematic optimization scheme.In the research, the author found that, the incentive and competitive mechanism should follow the "people-oriented" principle, and the first line of editing staff should be regarded as the most valuable resource. From the task of developing the newspaper, the performance evaluation system should turn the focus from short-term result to long-term target. That is, through the assessment method, to guide reporters and editors to pay more attention to social responsibility in their works, and make a development goal as to be the best newspaper in China. From this perspective, the Yangtse Evening Post needs to strengthen the following three aspects:the first one is to improve the understanding of exclusive report and depth report, the second one is to encourage the team cooperation, paying attention to team based comprehensive performance evaluation and reward, and third one is to make a plan to train the new talents.Moreover, the exposed problems in the operation of the performance evaluation system, not only relate to the system regulations, but also involve the newspaper development planning, the organizational structure and personnel adjustment. Therefore, the author gives the improvement suggestions on the content of the performance evaluation system and the adjustment measures on the newspaper’s development plan, the organization structure and personnel matters.
