The focus of this study is the media reports on controversial issues. Taking the fourth nuclear power plant in Taiwan and the referendum issue as a case study. Research tools is content analysis. The research object is locked to Taiwan "Apple Daily" and "United Daily News." Analysis of Taiwan’s fourth nuclear power plant and a referendum on the newspaper’s news presentation, position, angle coverage patterns and other characteristics. Find out if Taiwan news media on major controversial issue reflects the deliberative democracy news mode, or helping people to participate in decision-making. Figure out what kind of role the media played in report.The method employed in this research is content analysis. The categories of the quantitative data include the length of the news, the layout settings, the subject and position of the report, reported perspective, political polarization, reported emotional, provocative title. Through these aspects to analyze the characteristics of news reports.The research findings are as follows:Newspapers in Taiwan attaches great importance to the fourth nuclear power plant and the referendum issue. For the nuclear power plant issue, two copies of newspaper have a negative stance, for the referendum, they stand opposite. Meanwhile, two copies of newspaper have differences in the length of the news and the layout settings. Deliberative reporting mode does not fully reflected in the report. Taiwan media’s role as:Information publisher, public opinion collectors, communicator and opinions platform builder, and who urged the people to take action.According to the law of communication, suggestion gave are as follows:Media should use more deliberative reporting mode so that citizens can make decisions, the media has the responsibility to spread knowledge to the reader, guiding them to focus on the core issues, conduct opinion polls. Strengthen public participation. Strengthen the public perspective. If the issues are highly professional, then the news sources should strengthen the field of third-party professional views.
