Laboratory inspection and detection management is the most basic level management process of quality of management of iron and steel enterprises, and the major part of quality data collection, and the foundation of total quality management. In the4-layer information architecture, inspection and detection laboratory information management system(LIMS) commits to the data collection and transmition through the second layer inspection and detection devices, and processes data according to its own inspection and detection business rules, then uploads results to the third layer MES and the four layer ERP, provides the most basic, detailed production and quality data support and management support to iron and steel enterprise management.This paper takes the construction of X Technology Center laboratory information management system as the background, elaborates the backgrounds, necessities, application status, and the development methodology, implementation flow of steel laboratory information management system. Then from the perspective of software engineering, we chose the software project life cycle, gradually made the systematic analysis to business requirements and non-functional requirements, and based on these, developed system design and implementation plan.The practical application of TIMS shows that TIMS is rational and efficient on the business process design, and can reduce the detection period by26.25%, and create benefits of4,677,800yuan; the implementation process is rigorous, the project quality is excellent, and passed CMMI-3assessment.
