As China unicom, China netcom merged, the rapid development of China’s telecom industry, China’s mobile communication industry competition becomes increasingly fierce, this to the development of China mobile communications group proposed severe challenges. In particular, the telecommunications industry is to implement scheme of restructuring, but also for China’s mobile communication industry competition environment has a tremendous influence. Any enterprise’s resources are limited, as far as possible little cost to obtain the maximum output, firms will have to input measured accurately, judgment of all, the enterprise cost management in the perspective of strategic management, in order to achieve the goal of improving the efficiency of enterprise operation cost management. Strategic cost management emphasizes the linkage to the enterprise or department to implement the comprehensive budget management, and through the company management process on two down, two to support the company’s budget plan, develop and implement budgets of rolling adjustment. It is necessary to research the plan and implement,we make the branch of China mobile company A as an example, explore the strategic cost management system linkage in management to improve enterprise management efficiency, reduce operating costs of enterprises feasibility, s A certain reference value. In the thesis, we analyze the existing problems and the reasons in cost management of A company, put forward the implementation of the strategic cost management of project construction plan linkage, construction goal, analyze and study the principle, project management, project for the strategic cost management system focuses on linkage; and for the purpose of the main activities, during the implementation process of the project procurement management, the implementation of the project quality control, project implementation of team development, the implementation of the project communication management and implementation phase review. We discuss the technical risk, the project’s risk management, product quality risk, and put forward the Countermeasures of risk management mechanism to improve project from the management, technology and other aspects.
