China’s rapid economic growth, urban road traffic demand is also growing rapidly,the increasingly serious problem of road motor vehicles. Mainly include: urban trafficand road congestion; chaotic traffic accidents caused by motor vehicles is increasing;environmental pollution caused by automobile exhaust. Urban road traffic has becomeone of the important factors that limit the social and economic development andpeople’s living standards improve, this problem has been more and more attention of thecommunity.Advanced urban road vehicle management system to the current and future urbanroad traffic conditions, accurately identify the problem of urban traffic, theimplementation of reasonably effective way to control and induced measures, timelyprocessing of motor vehicle traffic incident, reduce urban road traffic casualties and lossof property, so as to achieve a stable urban road traffic, alleviate regional road motorvehicle traffic congestion pressure, energy conservation, and the purpose of reducingpollution.In this paper, as background to the construction of the Chengde city road vehiclemanagement system, to build the system overall framework by parsing system designobjectives and principles as well as problems in the analysis of the current urban roadtraffic conditions, and design a road vehicle management system model. On this basis,the research center of the traffic incident, the use of the Java programming language, thesystem is divided into user-level, said the five-level layer, business logic, persistencelayer and data layer design is to choose the Oracle relational database as the data layer.In order to improve the speed and quality of system development, the system also uses amore mature J2EE technology, upcoming Stmts framework, Spring framework andiBATIS framework three integrated penetrate into the whole process of urban roadvehicle management system design; final details The main operator interfacemanagement system, and each module detailed test to further verify the effectiveness ofthe system development work.The Chengde city road vehicle management system at the same time have theportability and scalability characteristics of the basic functional requirements to meetthe current conditions Chengde Road Traffic management can significantly improve the level of urban road traffic management. Our study found that the stable operation of thesystem, and achieved good results in practical work.
