To implement the basic farmland protection system for the effectiveimplementation of the basic national policy of land protection, is a basic demand of thesignificant decisions about the cultivated land and basic farmland protection of theCentral Committee of the Communist Party of China and the State Council, what isneeded to ensure national food security and social stability, and to solve theinconsistency between agricultural land and construction land for meeting the problem,“first to survive, and second to construct and develop”. Therefore, how to make use ofthe farmland data resources, and how to build up a feasible farmland informationmanagement system, are the issues must be addressed.The aims of the basic farmland management information system of NinghuaCounty are to strengthen the standardized management of the basic farmland protectionarea, and to realize the dynamic management of basic farmland protection, and toimprove the management level of land resources. It can also to solve some problems intraditional management such as the inconsistency between map and database andinefficiency.The design and implementation of this management information system of basicfarmland in Ninghua County including information system requirements, feasibilityanalysis, system design, module design, and operation effect and so on are discussed inthis paper.The system have four function modules including the basic GIS function module,the basic farmland management module, the basic farmland thematic mapping module,and the system security management module. The GIS module mainly realizes the input,management, zooming, browsing, editing, print, and graphics output of spatial objects.The basic farmland management module has the information inquiry, statistical analysis,data updating and maintenance functions. The basic farmland thematic mapping modulemainly executes the basic farmland information mapping, map decoration, print andother functions. The system not only provides the daily management work platform ofdata maintenance, information query, analysis, thematic map production for basicfarmland management personnel, but also provides scientific basis for the agriculturemanagement personnel and the relevant government departments to carry out the basic farmland information management, protection, and decision-making.The system provides a convenient, efficient, scientific basic farmland informationmanagement platform for the land department of Ninghua County. The applicationvalue of the system lies in the scientific management of basic farmland, including datamanagement, update, export, print and user management. The system is able to analyzeinformation and to generate different thematic maps of basic farmland using the GISspatial analysis ability. Based on the judging model of basic farmland, it is able tocomplement the designated basic farmland. Moreover, it is convenient for users to carryout basic farmland information inquiries.The system adopts C/S development mode. Its development tools are ArcGISEngine10.0and Microsoft SQL Server2008. The development environment is VisualStudio2010, and the development language is C#3.0.
