With the development of China’s economy and growth of population, cultivated land for more and less, the problem of food security has become more and more attention to the problem of our. Therefore, how to scientific and effective utilization of land resources, to ensure that the yield and quality of food, to ensure the stable development of society, has become a hot topic today. The Chinese government has introduced a number of relevant policies and regulations, such as "rural land use survey construction standards", "land use planning and construction standards" and so on, to protect arable land,to determine the 1.8 billion mu basic farmland red line, to ensure that food production.The scope of the continuous development of information technology application is more extensive, the application of GIS technology in the land is also more and more. Such as the change of basic farmland survey database database the application of GIS technology makes the land management work more efficient and accurate.Based on the basic farmland information management and maintenance as the research object, through the investigation of County Land Department of basic farmland information management and service needs,determine the system should have the function, in strict accordance with the software engineering method to design the framework of the system, taking ArcEngine10.0 as the platform carries on two times of developments achieved in line with the basic farmland management information system for county land departments using VC++ language.According to the analysis of the system,the user needs to determine the main function module of the system: user management,business data processing, data processing and result output of four parts. The function of the realization of the system of strict test, it is proved that the system meets the functional requirements of the beginning of the design, suitable for land administrative departments at the county level the application of basic farmland information management.
