Web2.0internet public opinion is referred to “an aggregation of the whole cognition,attitude, emotion and behavior disposition of people, which emerge from the stimulation ofvarious events and propagate via the interactive platform”, and new network informationresource under the condition that with the rapid development of the Internet technology, thetransmission means of information becomes more and more convenient. In addition theWeb2.0platform is a new type of information transmission medium which appears due to thegrowth of the Internet technology. In recent years, it has gradually become an important wayfor people to recognize and participate in social activities by the application of Web2.0platform to transmit internet information. However, while the platform has enriched theinformation resource, various internet public opinions have emerged simultaneously.Therefore in view of the internet public opinion has certain influence on society and life underthe function of Web2.0technical characteristics, numerous specialized research institutionsand experts have come into sight, and only in Baidu Encyclopedia there are dozens of internetpublic opinion service institutions listed such as BD Founder. Recently, the internet publicopinion research results excessively focus on the two aspects of researches on internet publicopinion monitoring management and university internet public opinion management. In fact,focusing on the subject who generates Web2.0internet public opinion, the university studentsare merely a part of it; pre-alarming monitoringis merely one chain of internet public opinionmanagement progress in the whole internet public opinion activities. Therefore this paper hasmade systematic analysis on internet public opinion management under Web2.0environmenton the basis of the insufficiency of recent studies, and constructed the whole system ofWeb2.0internet public opinion management, then come up with five methods to enhanceinternet public opinion management level under Web2.0circumstance. The specific researchwork is as follows:(1)summarize the research condition of internet public opinion and specifically elaborateon its concept and components.(2)analyze the difference between internet public opinion under Web2.0environmentand that under common condition, combined with general technology situation andcircumstance influence of Web2.0, and a few basic contents of Web2.0internet publicopinion are proposed: definition, characteristic and classification. (3)according to the concept and content of Web2.0network information resourcemanagement, describe the concept and content of Web2.0internet public opinion, andintroduce a few problems brought by the new characteristics of internet public opinion underWeb2.0condition to internet public opinion management.(4)attempt to construct the whole system of Web2.0internet public opinion managementfrom the integral angle, and point out five means to boost internet public opinion managementlevel under Web2.0environment.
