With development and progress of information technology, Web-based resource management has gradually become an urgent requirement of enterprises. On the other hand, the construction of project management system has become a necessary for enterprise scale management because of increasing of project construction risk in the era that business is developed rapidly and the computer network is becoming more complicated and larger. Therefore, to build a secure, portable, open, distributed and Web-based project management system has become a general needs for modern enterprise development.In this article, according to a company’s project construction processes, the analysis,design and implementation of a Web-based project management system is described in detail. Planning for investments, approving and initiating of projects, feasibility studying, design managing etc. can be processed online. Limits of authority management for this sytem are complete. Responsibilities for different users can be flexibly configured. Most tables designed are belong to3NF in order to ensure the integrity of data.The system is developed using J2EE platform. System suitability, user-friendly operation is relatively simple to achieve a simple operation, the module independent, system standardization, unified whole. By using this system, the cost of manpower and financial resources has been effectively reduced during the project construction process.
