The Design And Implementation Of Development And Reform Commission Project Management System For Weifang City

With the market economy gradually improved and the rapid economic and social developed, there are a lot of projects in WeiFang that has scale range. Project collection as well as statistical work is heavy with poor efficiency, low accuracy, planning and implementation of management, macroeconomic social development monitoring and analysis forecast and project construction and management facing massive information to exchange, analyze and processing, which proposed higher requirements to above work in the scientific nature and forward-looking. Traditional working methods and management methods has been difficult to sustain so Reform Commission and other government departments, as the backbone of the Weifang City, urgently needs a set of project management information system to make implementation of dynamic, quantitative management and effective control to the whole process of project in Weifang City.This paper mainly introduces the design and implementation possess of project management system of Reform Commission in WeiFang city. At first, we described the development background and precondition of the project management information system, and cleared the theoretical and practical foundation for system development, and analyzed project management system market and the actual demand combined with the current development of domestic and foreign government project management. After that, we made detailed requirements elicitation and requirements analysis for project management of Reform Commission in WeiFang city, clearing six function modules of the system. And based on demand obtain and demand analysis, we made detailed functional design of the system, using Struts2.0+SPRING+Hibernate development framework, combined with jQuery and Javascript technologies, to increase the interactivity and beautiful interface and the system used SQL Server2005database management system to store data. Finally we described the specific implementation of the system and demonstrated functional interface and part code. After the three stages, analysis, development and testing, we have completed the project management system of Reform Commission in WeiFang city.Eventually, the system designs and realizes six functional modules:project library management, project management, project information statistics, government investment project management, significant project management and SMS platform. Project library management module of system is responsible for the completion and sub-library imputation after auditing, in accordance with the different types to make library management. Project management function is used to maintain and manage project-related information, covering all aspects of project management. Project information statistics module provides the services of project information for a variety of statistical, and it can make industry analysis, regional analysis, year-on-year analysis for the number of projects, investment and other information. Project Leader in Government investment project management module is responsible for the application, review the government investment projects. Government relevant person in charge can always check the progress of the project, the formalities, the disbursement of funds and ect, which increases the management and supervision of the project. Major projects management module provides the applications, audit, management, coordination, monitoring and other functions for major projects, which can be achieved that checking basic information and progress of the project at any time for some major projects that leaders care. SMS platform module provides bulking SMS automatically or manually, achieving work of supervision and information services by means of SMS.
