The Design And Implementation Of Provincial Key Project Library Management System

The work process of the past provincial key project library management started with Municipal Commission of Economy and Information Technology issuing the selection notice a certain type of key project,followed by enterprises submitting paper materials,and ended with expert review organized by MCEIT.The workload of each type of project management was large,and the information was opaque,so that the enterprise can not be informed of the selection information,to a certain extent causing black box operation of some projects.Because of the big workload of Provincial key project library management,it is wasting time and easy to cover and connivance by only relying on manpower of all levels of MCEIT to deal with key projects.To sum up,the establishment of Provincial Key Project Library Management System is very meaningful.In order to facilitate using the system,Provincial Key Project Library Management System took the application of B/S structure to combine the server and the browser,the official programmatic programming of the system was completed by JAVA language,HTML and JSP,and the technology architecture applied SSM framework.The database management used SQLServer2012 database.Provincial Key Project Library Management System achieved function modulusof project declaration,special funds declaration,project review,project scheduling and project confirmation.The function module of project declaration included declared project management,personal information management,message management,help,system management,statistical report analysis and project attribute management.The function module of special funds declaration included project fund management,statistical analysis report,personal information management,message management and help.The function module of project review included system management module,review management,statistical analysis report,message management and help.The function module of project scheduling included scheduling management,project scheduling and enterprise scheduling.The function module of project confirmation included approval declaration,filing declaration,tax-free application,approval audit,filing audit and the tax-free audit.Provincial Key Project Library Management System had completed all the functions that needed by the enterprise users declaring project and declare funds,and had completed all the functions needed by the users at all levels of MCEIT conducting project approval and fund allocation.The establishment of the system improved the efficiency and took rational use of resources.Users need to enter detailed information of materials when declaring projects by the system,and submit after confirmation,then wait for the feedback of the results of project examination and approving.MCEIT users exam and approve projects according to the review situation from the system.
