The development and application of information management systems is the key to the information process of government units, and a strong guarantee for a unit to improve its work efficiency. With the increasing of the labor resources of somewhere, the Government of somewhere intends to carry out statistic management on the labor resources of the whole district in order to strengthen the guidance and management of labor, realize a rational allocation of labor resources and expand employment. The experience of past years has shown that if one did it with paper-writing work, this task would be extremely difficult. Consequently the Bureau of Human Resources and Social Security of somewhere proposes an information management system for this problem. This paper does a research on the development of the system of labor resource management and job placement from the point of view of software engineering. How to develop a software system that combines the actual business needs of the work unit with being practical in business, advanced and expandable in technology is described in this article.This paper uses descriptive languages such as UML modeling language, case diagrams, case descriptions, class diagrams, sequence diagrams and UML activity diagrams to describe the design and implementation process of the system of labor resource management and job placement of somewhere. It uses examples of services of labor resource management and job placement to solve the business demands of the users into a standard software requirements specification description by using UML modeling language and explains how to convert the requirements specification descriptions into a systematic function. It puts forward SSH framework based on J2EE multi-tier structures, and carries out class design and timing design to the system combined with systematic function. It describes objected-oriented analysis and design methods from the entity classes to the mapping of the database table to complete the database design, and finally through the system interface to show the system.The system can deal with functional modules such as territoriality information management, employment alliance nuclear management, information maintenance management, job placement management, file download management and statistical reports management. It includes collection and entry of information such as the labor basic information, practitioners unit of information, off-duty situation information, employment and unemployment situation information, retirees situation information, military service information, training situation information and job situation information. It is an integrated management system including many kinds of employment channels such as enterprise placement, labor dispatch, flexible employment, starting one’s own business, and public service jobs.The application of the system of labor resource management and job placement of Somewhere can reflect accurately the changes of the employment status of the region’s human resources, therefore beneficial to jobs development of somewhere, job placement through multiple channels; helpful for somewhere to develop effective employment policies to expand the scale of employment; beneficial to demand-oriented training, thus creating a linkage between training and employment.
