Continuously improving the library facilities and conditions is the inevitable demand of the social development. Twenty-first Century is the knowledge society and information society to cultivate talents in Colleges and universities, the library construction direct the quality of personnel training. The university library are responsible for personnel training, education and support scientific research task. So it is an important department in Colleges and universities. How the library construction level of a school, can follow the development of the society, can meet the demand of talent training, is one of the important index to measure the quality of training the university level and talents.
