With the rapid development of computer technology and communication technology, network information technology has penetrated into people’s daily life. Because archives in our country are diversity and numerous and traditional file management tools are relatively backward caused serious problems in archives management. The utilization of archives is lower, it make the file management of the whole society is in a backward state. So how to use information technology to manage the archives resources become the focus everybody cares. Research and construction of digital archive has become one of the focal points which is paid attention and researched in our country archives circles. It compared with the traditional digital archives has a wealth of digital resources, information sharing, mass storage, fast transmission, easy retrieval, high degree of openness, etc. It is the traditional archives can not be compared. This article is precisely launches the research under such background. In accordance with the national standard of e-government catalog system establishment, it realizes the archives information collection, collation, storage, retrieval, transfer, storage, protection, utilization and identification, statistics and so on a series of management functions, as each function is relatively modular design and form an effective management as a whole, it effectively reducing the workload of archive management personnel, it promote File sharing between departments and the public, and improved the file resource use efficiency.Our main results are:1. First of all, in this thesis, digital archives both domestic and abroad is discussed. Under this background, this paper describes its software design, employing b/s framework, the PHP was used to program. The system platform adopted a mode of Browser/Application server/DB Server, and the three-layer architecture was used in this system, and the XOOPS was used to program, it describe the network topology, and software architecture,and overall design plan for this system.2. In order to achieve data exchange and ensure data security in data exchange, digital signature and data exchange was proposed, and XML as the intermediate format to realize the data exchange between heterogeneous data sources, and a digital signature to ensure data security in the exchange process. 3. Finally two main module that important techniques was involved is demonstrated to show how systems get benefit from the model. The whole system is very transparent, it has a certain reference to similar module design.
