As Internet spreads into many fields and the technology of computer science has become mature, the government behaviors and ways of administration are changed. E-government is a new thing under such background. Every country considers E-government as one of the most important elements of integrative powers of nation. The electronic archives are one of the most important parts of E-government, and they are also carriers of the government purpose and main ways of government reign. How to ensure the safety of the electronic archives delivery and the security of the government information in the opening environment of Internet is an emergent problem.The research on ECC has been a hot-spot in recent years after Neal Koblitz and V.S.Miller put forward the elliptic curve theory can be used to cryptography. The ECC has advantages such as high security, easy calculation, low band request, low memory and demand and quick speed, because of which lots of productions appeared. The ECC is also the core of this thesis.In this article, based on the research done to the pertinent math theorems, according to the analysis on the security problems in the progress of the electronic archives delivery, the Elliptic Curve Digital Signature Algorithm is applied to enhance the security of electronic archives delivery. Combining the advantages of ECC and the way of the archives delivery, a set of system, in which the ECC is applied to digital signature and identification, is designed and used to the government file delivery and promulgation. At the same time, the attack resistance and security degree of this system are analyzed. It is proved to be useful and reasonable that the ECDSA applied to the electronic archives delivery.
