Nowadays, the network and the system of basic operator is developing at speed, the value-added telecom business built on basic communication network has also entered the phase of rapid expansion. And the demand of customers for high quality and intelligent service is increasing. However, problems are exposed. Operation monitoring automation degree is not enough, customer satisfaction is very low; prepaid phone across the region is not supported; the way to recharge is single and so on. Accordingly, it is very essential and insistent to establish a unified prepaid phone for telecom value-added business platform system.This thesis analyzed the functional requirements through the present situation of telecom value-added industry development domestic and overseas by three levels, the level of Operators, service providers and customer satisfaction. And the entirety architecture of this system includes platform framework, concrete business process and so on. On this basis, this thesis completed the data analysis and the simulation design of unified telecom prepaid phone platform. Finally, the platform was implemented and inspected in the actual operator environment.Recharging in the backward area of telecommunications business development was single. It couldn’t provide the telecom value-added function from different locations when users need to. And this kind of phenomenon restricted the future development and construction of the telecommunications business to a large extent. In this premise, this thesis came forward the concept of telecom value-added business platform. The platform provided two kinds of value-added cards, one was paper card and the other was electronic card. Users could buy the cards in different area and recharge by using them. On this foundation, following the design principles of flexibility, generality and high efficiency, this thesis analyzed the platform from the degree of logical structure, overall plan and system thread, and then completed the telecom value-added business platform successfully.The platform has been put into use. And it solved the problems of recharging in different region and single way to prepaid. Telecommunications service provider operating level and operation ability was improved effectively. Meanwhile, Due to its characteristics of flexibility, the system is very suitable for widely used in telecom value-added industry. Consequently, the unified prepaid phone platform system has great value in engineering application and popularization significance for all telecom value-added service providers.
