With the development of the society and people’s living standard, the demand for telecommunications becomes much more higher. This make the competition in telecom market goes increasingly fierce. In this way, a perfect business system is the key for the operators to occupy the market successfully. At present, the telecommunication billing issues in the business operation support system becomes more and more prominent, especially after entering the3G era and mature, and with the arrival of the era4G, the problem of billing needs becomes worse with these flexible, diversified and personalized business and application, the phenomenon of disorderly charging and low credit customers gradually increases a series of problems such as real-time control risky, operators, the urgent need of a new billing system to support the management operating system-OCS online billing system.Online Charging System is a real-time System based on business use and an interactive Charging System. It is mainly referred that by participating in the main session control, especially the communication process control and a billing System control, it’s able to solve the problems of real-time credit control, prepaid billing control and value-added real time accounting This is the hot issue which three operators research and compete in recent years. The present study has been involved in software design, database applications and software development under the Unix System. This paper takes a project as the background, aiming at complex top-up subsystem, studies prepaid phone background operation and software and editing program. By studying the background, application field and the research status of online billing system, this paper analyzes the proposed process of OCS, establishes the top-up subsystem and its relationship with the peripheral system, the paper also determines methods such as thread pool and Socket communication to improve the performance by researching methods&principle of top-up subsystem, and then analyzes the whole system test. Through existing protocols, oracle10g database, and C++language, GCC is used to finish the whole software under Unix operating platform in order to make the whole system run stably and connect with other module program. Thus the system runs successfully.
