Surveillance camera technology has been one of focus of attention, with the popularity of computer and network, more and more camera are fixed in residential areas, roads, banks and so on. They are playing an important role in protecting the safety of property and providing important clues for police. But in some cases, it is hard to fix traditional camera effectively, such as forest fire monitoring, moving targets surveillance, rural section and so on. Wireless surveillance can solve this problem successfully. The development and popularization of3rd-generation (3G) network provides a network infrastructure to enable video service based on wireless network. System performance of recent embedded operating system Android is excellent, rapidly growing popularity in the market, which also provides a development platform for wireless video surveillance.This paper discusses the implementation of video recording and data processing method on Android platform, sending the processed video data through3G network. Mainly includes the following tasks:(1) Design the hardware structure of embedded system. Summary the methods to port Android system, describing the porting procedure detailly of input system, GPS system and camera.(2) Study multimedia framework of Android platform, presenting a method to get video stream and another method to pre-process video data. Finally send video data to3G network using suitable transport protocol.(3) Compare various video coding techniques, selecting the appropriate encoding algorithm on3G network considered the transmission quality and network bandwidth. Analyze the internal structure of MP4container and H264, elaborating methods to get encoding information from MP4file.(4) Study RTP standard and apply it to the system. Present a method to pack video data as a RTP packet, enhancing the effect of real-time playback through sending video data in RTP.
