Software development environment for Tomcat5.5, development tools for MyEclipse5, programming language of choice is JAVA1.5, the database selected Oracle11g. The main purpose of this paper is the analysis of Telecom, enterprise of budget management needs, and then refer to the relevant enterprises at home and abroad advanced budget management experience, through the full research on the budget management of telecom enterprise, analyze and summarize, sort out the budget management in telecom enterprise rationalization process, solve for the telecommunication enterprise gives the total budget management scheme.This system is fully tested, has been put into practical operation, and effectively improve the efficiency of our work, we have achieved obvious effect. The system through the necessary adjustment, comprehensive budget management can be applied to the evaluation of telecom enterprises, forming the scientific and effective budget management system.
