Along with the development of global communication, short message business with its convenient, efficient and low cost advantage has become the mainstream communication mode, SMS application rapid development, ushered in the new business model. In fierce market competition, short message application has been the trend of the enterprises and institutions. How to efficient and accurate build two-way communication mode between enterprise, employees and customers, implement internal decision-making information timely pass, enhance the interaction, improve customer satisfaction, and promote the business growth, which become the common topic in enterprise management.In order to solve ubiquitous problems such as passage clogged and lost package, current congestion control algorithm and data flow during message sending and receiving should be analyzed. According to the insufficiency of source algorithm and link algorithm, the TCP Vegas algorithm is improved while one Delay-based Load Adaptive algorithm is put forward. Through the analysis of RED and AVQ and other typical link algorithm, the Core-Stateless Fair Queuing algorithm is improved and cache management has been realized in the link congestion. During the development process, the B/S and C/S combination of system structure are adopted, ASP.NET MVC2design model, ASP.NET AJAX framework and ado.net database access technology are major technologies. Research Web distributed management platform system based on.Net, C#as programming language, with the database management system SQL Server2008and components software development technology based on frame. In the realization of the UI design and good rich client function, at the same time, reduce the coupling between modules.The system architecture design and function structure of the short message platform are elaborated, main functions of client and server are developed in this paper. The former includes short message sending and receiving management, log inquires management, enterprises user management and system settings management, while the later realizes enterprises account management, short message management and platform system management. The advantage of ASP.NET AJAX technology and ASP.NET MVC2design patterns’during the development of short message platform are key point, which provide certain reference to system development. After repeated test, the improvement of congestion control algorithm can effectively improve the operation efficiency and stability of the platform.
