In recent years, the business of short message depends on its low price, the form of innovative, convenient and quick access to the vast number of mobile phone customers. From year 2000, sent in 1 billion to year 2006 send 430 billion, in 6 years, an increase of 430 times, becoming the most rapid development value-added service of the telecom.The construction of China Telecom Softswitch network has entered a new stage, Softswitch is no longer confined to the development of network construction, more attention will gradually give way to the introduction of softswitch business. Based on the business requirements, Shanghai Telecom decides to build short message center based on softswitch network—NGN Short Message Center. It has the following features: NGN Short Message Center networks with softswitch. Softswitch end users can send and receive message through it; NGN Short Message Center takes on the interconnection of Softswitch Network and traditional short message network. NGN Short Message Center take on message exchanged with China Mobile, China Unicom's Mobile User; Simplify current complex network architecture of Telecom. It makes NGN short message center to cover all fixed numbers of resources; NGN short message center provides access interface for Application Server.This paper will analyse to the necessarity and feasibility of NGN short message center and confirm the implement principle and basic function of the platform. Expounds the design step and implement technique of system, include network origination and software framework. Also describes the SIP Short Message Center interface and device criterion instituted by China Telecom.The NGN Short Message Center described in this paper has been on line. It completes the layout adjustment of Shanghai Telecom Fix Short Message Network, provide Network supports to achieve Telecom Short Message business and help telecom to exploit new short message business, it can provide reference to the future construction and development of Telecom short message network. It also can accumulate experience for future development of telecom application platforms.
