In the context of triple play development, the integrated information service system by Internet for rural areas plays a critical and positive role in rural economic structure transformation and the development of rural economy. Currently, telecommunication carriers have push forward construction of rural area informationization in network coverage, support systems building, network applications. This thesis focuses transmission network planning and design by a pilot project aiming at the informationinzation construction of local rural area.The thesis presents an analysis on the rural informationization which needs to consider social and economic environment, and industry competition and other factors. Discussions include rural informatization construction objectives, criteria and application requirements, and the development route and strategy of local rural informatization construction. Further the thesis researches the available broadband access technologies in the view of the transmission access network planning. A detailed discussion is provided on the key technologies of EPON equipment functions and services networking features, and in local pilot projects, as an example. It also develops a rural information transmission access network planning, including business development forecast, equipment modeling, circuit design, function deployment, and light function estimates. Finally, a scheme analysis on planning feasibility is developed for the rural informationization technology, and the further development directions are discussed.The result of research has been employed in partial in the local network construction of rural informationization, in which both the economic and social benefits have been verified.
