In the effect of information technology,driven by the wave of reform, thegovernment petition departments work with the new demands and challenges in thetraditional ways of working, the petition cases the collection, processing, transferoffice, and supervising the process is slow, inefficient, cumbersome and complex,spent a lot of manpower and resources, a serious impact on the efficiency ofadministration petition. To better solve the problems currently exist, to establishscientific and standardized management of the petition, the relevant governmentdepartments to establish their own petition management system is particularly necessaryto establish a scientific and effective, safe and stable, easy operation, reliable operationof electronic petition system, not only can effectively petition departments at all levelswill be integrated into a whole, and timely collection of true thinking of the masses andimprove the petition work efficiency and improve the people ’s impression ofgovernment departments, and fully mobilize the masses participation, constructionprocess for the government to provide a good platform for the supervision andmanagement.This article first petition work program are analyzed, and combined with the statusof information technology is presented in Dujiangyan City Complaints Bureau toestablish a complete set of letters and information management system. Through the useof a unified workflow and electronic petition letters and visits system, the traditionalways of working in loose, single, isolated case letters, by means of information,transformed into a compact, multi-sectoral joint support, closely linked case letters;not only reduce unnecessary duplication of effort, but also to streamline some of theworkflow will be the main focus of the staff petition from a large number of heavytransactional work turned to inspection, supervision and other functional work;through standardization, procedural means of supervision, effective regulate,constraints, discipline inspection organs at all levels, departments and petition lettersand visits work of the staff behavior; while making full use of information resources fora comprehensive analysis of the petition, improve problem solving skills to deal withthe petition.This article gives Dujiangyan City Complaints Bureau petition informationmanagement model provides a three-tier structure based on MVC, Java EE and Oracle solutions, using B/S architecture, providing a limited time and space constraintsweather service platform, in the design, the application of UML Unified modelingLanguage is a logical system design,which is based on object-oriented programmingideas and development tools to complete the system design and implementation.
