Workflow is the automation of a business process, in whole or part, during which documents, information or tasks are passed from one participant to another for action, according to a set of procedural rules. Workflow management technology is a new technology that can control the workflow in the world and WfMC is the organization to study workflow management. Workflow Management System is the software to control and manage the workflow.As the fast e-business development in Internet, traditional workflow management systems (WfMS) can't meet the requirement of modern business process management any more. They don't provide enough support to dynamic and inter-organization business processes because lacking agility and interoperability. With the development of computer networks, our solution is to introduce one of the latest technologies to improve WfMS performance. With the development of web and related technologies such as java technology, the original computer architecture has developed from the 2-tied C/S architecture to the 3-tied B/S architecture, and has been realizing the popular J2EE (Java 2 Platform Enterprise Edition) application architecture.In this paper, we discuss the design and implementation of a web-based workflow management system. And the technology and reference model of workflow are introduced. The components and function of workflow reference model are discussed in detail. Based on J2EE technology make that the lightweight workflow management system is put forward and implemented. It gives many merits to the lightweight workflow management system, such as, good structure, the high adaptability to practical situations and the reuse of components. By using the system, a good effect will be got on improving the work efficiency, reducing the staff's power of work, lowering the development cost, and raising the degree of satisfaction of the final clients.
