With its strengthening and improvement, the work of letters and visits is playing an even important role in government administration, justice, law enforcement, involving almost all levels of government and national departments. The original software system for the work of letters and visits can hardly meet the demand of an interlaced and interactive environment. Most of the work of letters and visits is done by means of phone, fax, or paper.With this in mind, an information system that integrates SOA-based services with workflow and realizes frame type reuse might be a better solution. System design using SOA method will encapsulate the business logic of the work of letters and visits into a number of services, thus system availability improved, system maintenance cost reduced, and large scale system reconstruction triggered by the change of business demand avoided.This paper studies the key is to use SOA theory to realize the Distribute letters and visits information system, using workflow technology realize service orderly combination and Implement a reusable letters and visits system framework.In the first place, we study the current research on SOA concept, framework technology, and workflow, both home and abroad. Then, we summarize and analyze the critical demand of the work of letters and visits, in consideration of the status quo and characteristics of the work of letters and visits.Secondly, we conduct system modeling and analysis in the form of service finding, service partition, and service classification, using SOA method. After rescheduling of services with framework and workflow technology, we come up with a SOA-based reusable flow management model for the work of letters and visits. We give detail discussion on model design.Finally, we give the implementation method of each layer of this model and elaborate on the formation of the system by specific system functions. The availability and effectiveness of this model are confirmed, and the horizontal information silo problem with the current work of letters and visits is ultimately resolved.
