With the development of economy of our country, the work efficiency of the petition department, has a new requirement. In the past, the petition departments in dealing with the case, the case for grading operation, for a petition cases need multi sector collaboration, and the treatment process is very time-consuming, efficiency is very low, a waste of human and material resources, and management is not convenient. Therefore, the design of an electronic petition system in the era of information technology is very necessary in today’s society. It can solve the problems of the petition departments exist in a certain extent. Using this system will petition has become so convenient and scientific, and enjoyed a more concise process and high processing speed than the traditional method of petition. The use of this system, on the other hand, it can reduce the likelihood of redundancy of information system internal data, in the practical sense, it can make the petition work more close to the people, to facilitate the people to petition.In this paper, after the analysis of the behavior of the petition system, based on the requirements of the development of information society, the proposed system to apply to the Sichuan military district of the petition system. The shortcomings of the traditional petition work, namely the management of loose, single structure, in the target system will be greatly improved. By the petition process of real life in general, similar to establish online petition system, through the network to establish multiple department cooperation mechanism, fundamentally reduces the petition work in the presence of repetition and unnecessary steps, so that the staff have enough energy to supervise the work, rather than focus in the work of the traditional repeat meaningless things. In another aspect, the system has strict standards, for violations that may exist in the traditional work, a significant inhibitory effect; in addition, the system stores the petition work records, in the latter part of the analysis, it is convenient to analyze the problems.This paper in the system of technical planning, the main body decided to use the MVC framework, the use of javaEE knowledge as the foundation, the use of Oracle database, using B/S architecture. The ultimate goal is to build a platform that has no time limit and no space restrictions. Using UML language to model, using object-oriented thinking to achieve system design. Using these techniques, the system will be more convenient, and the system will be more stable. The final purpose of this study is to systematically study the relevant departments of the work, so that the petition work can meet the requirements of information technology in the development of society, and to improve the petition work.
