In order to meet the increasingly fierce market competition needed, establish acustomer-centric service mechanism and enhance the Jinghua mobile company’stechnical capabilities and quality of service, these are the purpose of building the usermanagement and accounting system for the elecommunications industry.Usermanagement and billing system can effectively solve the existing problems in thecurrent business work, enhance business availability, reliability and security, reduce theamount of customer complaints, enhance customer satisfaction and loyalty. This is thesignificance of the construction of the system.According to the needs of the mobileservice, based on Java technology and Oracle database technology, using the Eclipseintegrated development platform, and based on the MVC and Struts+Hibernate+Springtechnology framework structure, the user management and billing system for Jinhuamobile company is built.This thesis first introduced the background of the project, the status and trends ofthe development of Business Operation Support System for the telecommunicationsindustry,and the significance of the project development.Then introduces the technologyused in the system development, such as the Java programming language, Oracledatabase technology. Then introduces the analysis, design and realization of usermanagement and billing system for the telecommunications industry. Finally, introducesthe network topology, hardware deployment, database implementation, and the resultingperformance improvement.The practice shows that, after the implementation of thesystem deployment, the business monitoring module data shows a number ofperformance has been varying degrees of improvement in this system，such as CPUusage of billing system when busy and billing time.
