Engineering Design Of OCS In Chongqing Telecom

The thesis concentrate on construction plan of OCS in Chongqing Telecome and conversion of auxiliary system.It controls calls by means of counter calculation in Conventional technology of intelligent network. With the development of the service and the advent of 3G service,dealing with multi-task is needed. So the simple counter caculation can not meet the requirements of online billing. This thesis released a new technology in partly locking balance after studying on the feature of online billing and 3G service billing. When a user launches a service,it deals with the balance in patch. The user is permitted to use the service when his or her balance is exceeding the value of the a patch.The advantage is (1) It can support multi-task.(2) It realizes realtime billing and realtime control,thus it can prevent the risk of arrearage. According to the feature of the partly locking balance plan,we have a billing-control functional module to do it. Combining the model of OCS released by 3GPP,we devised other main functional modules.The layout of interal function module in OCS is finished.And the construction of OCS have to consider about the functional division of OCS and the old systems such as BSN,CRM,value-added service platform,intelligent network and VC etc,have to think of how to rebuild them. On the above issues this thesis advanced 3 proposals after searching on the old systems. We suggest a proposal that can meet the requirement of online billing and change less afer Comparating advantages and disadvantages of the 3 proposals.Then we analysis details of rebuilding. The production of this thesis will directly affect OCS construction of China Telecom. It helps to solve layout problem and converged billing problem, and it shorten the cycle of system construction. And the balance patch lock idea reduce the Delinquent risk greatly. It provided a reference example for OCS construction of other provinces and cities.
