The inspection work of backbone fiber is a basic work of Tianjin Unicom to effectively guarantee efficient and secure communication. At present, the domestic branch of China Unicom widely work by the way of manual inspection and handmade paper-record, which has drawbacks such as too much human factors, high management costs, no supervision of inspection personnel’s work, low level of informatization of inspection data. Considering existing situation and trends of Tianjin Unicom, we can envisage that using the barcode technology for operating inspection management, making different barcode encoding for different equipments and variables, taking advantage of standardized management of barcode and portable handheld collector, large data storage capacity and the programmable program, and finally with all above works we finally developed a more practical and perfect GIS-based inspection management system, which can help the system run and inspection personnel.The fiber optic trunk cable inspection management system of Tianjin Unicom used object-oriented software engineering methods, designing and implementing system functions through needs analysis, summary design of system, detailed system design, system implementation and testing. System is mainly divided into platform, client, and handheld terminal. Platform consist of by inspection server, GPRS server, Web server and database; client used B/S architecture; handheld terminal consist of intelligent operating system and various communication system. Client system adopt B/S structure so that managers can remotely track the inspection personnel’s work, query historical inspection trace, find out how does the maintenance plan work and the situation of cable routing without having to install client program as long as they can get on the Internet. With the GPS-based inspection system based on Google Maps, you can do inspection management anywhere, anytime, as long as you can get on the Internet (either fixed network or wireless network).The fiber optic trunk cable inspection management system implement functions of the inspection management of daily inspection of optical cable lines and other maintenance work by GPS satellite positioning,3G/GPRS mobile networks and GIS geographic information management. The GPS inspection management system complete GPS positioning of the fiber-optic cables routing and scientific management of optical cable line resources. The inspection management system is divided into seven functional modules:inspection report, inspection collection, maps, one key alarm, integrated management of business data, statistics and reports, and system help. Inspection personnel can discover, report and verify inspection issues information through smart mobile terminal with inbuilt GPS; the system implemented precise positioning, rapid disposal and scientific management of inspection personnel; the system implemented accurate quantitative management of attendance and inspection workload, improving work enthusiasm of inspection personnel and shortening the processing cycle; and the system greatly improved discovery rate, processing rate and management efficiency of pipe network problems, allowing inspection management work of pipe network from "passive " to " active."...
