The Design And Implementation Of The Administrative Law Enforcement Disciplinary Inspection And Supervision System For Weifang

Understanding the spirit of the17th Congress, enhancing the administrative efficacy and supervision work to speed up the transformation of government functions and managerial innovation, enhancing the executive power and credibility of the government, building a government ruled by law, service and a responsible government, efficient government for the purpose of intending to develop an administrative comprehensive enforcement of electronic supervision system, we make full use of modern technical means to undertake a comprehensive administrative enforcement monitoring. Through the system development, we could reach the purpose of strengthening the supervision and inspection of the exercise of power and the construction of office efficiency and the government itself, increasing the effectiveness accountability intensity and promoting administrative efficiency supervision solidly and effectively. In order to establish and improve long-term mechanism, seriously investigate and deal with cases of administrative efficiency, continuously improve the effect of the level of administrative performance monitoring work, we should conscientiously carry out regular and special inspection.This paper uses UML modeling language and analyzes the system functional requirements, designs the system architecture and the structure of the program by using use case diagram, class diagram, sequence diagram, activity diagram, ect. We tested the system functions after realizing the system function interface. Based on the demand research we analyzes the system business requirements and the system functions are divided into five modules:electronic monitoring, statistical analysis, complaint management, supervision and inspection, and systems management. The overall framework of the system is designed on the basis of J2EE technology of SSH, and the program structure of the various functional modules is designed and integrated based on the system architecture. After repeated testing, the electronic discipline inspection and supervision platform of executive comprehensive law enforcement is designed and implemented.The system realizes the functions that include electronic monitoring, statistical analysis, complaints management, supervision and inspection and system Management by adopting B/S architecture, J2EE technology of SSH and SQL Server2005as the database server. Electronic monitoring could realize automatic monitoring of law enforcement operations, and whether main body of monitor the administrative law enforcement is effective and legal, whether enforcing the law is in their own responsibility and authority, whether the administrative acts in accordance with the law, find the phenomenon of administrative omission, administration random act and administration not according to law timely and raise early warning, yellow card, red card warning for timeout handling and promptly corrected and dealt, which provides an electronic platform for management of administrative enforce the law of discipline inspection and supervision in WeiFang City.The construction of the administrative law enforcement the electronic discipline inspection and supervision system could promote the Government’s reform of the administrative system, strengthen the control and supervision of executive powers, make administrative enforcement activities fair and transparent, ensure the correct implementation of the laws, regulations, rules, further improve the level of administration according to law for the administrative law enforcement personnel, realize legalization and standardization of administrative law enforcement work, raise administrative efficiency and accelerate the construction of the Weifang City clean and efficient service-oriented government.
