As computer networking technology constantly improves,a set of sophisticated management system of cases of litigation relating to complaint letters and visits for discipline inspection and supervision of state-owned enterprises(hereinafter referred to as the “management system”)is constructed,so as to adapt to the development of information-based society and the promotion of e-office.The management system is capable of directly accepting public tip-offs online,dealing with appeals from multiple channels such as letter,visit,call,network and SMS,monitoring and tracking the handling process,analyzing data,and sending feedbacks,etc.This paper,analyzes and describes the development status of information construction of cases of litigation relating to complaint letters and visits for discipline inspection and supervision in China.The defects of the original system and main problems to be solved are also explained.Finally,a set of management system of cases of litigation relating to complaint letters and visits,which is suitable for the staff in charge of discipline inspection and supervision of SOEs,is developed in accordance with the development process of software engineering.The management system consists of two parts-online reporting client and discipline inspection client.Online reporting client,targeting at netizen(complainant),is used to collect clues for online reporting and provide inspection results.The main functions of online reporting client include reporting guideline,online reporting,and inquiry of handling process.Discipline inspection client is used by discipline inspectors to handle cases of litigation relating to complaint letters and visits in an electronic way.It is composed of five parts,including discipline inspection,handling feedback,handling supervision,statistical analysis,and system management.Discipline inspection refers to the management of the entire process from preliminary review of cases,registration,investigation to trial;handling feedback refers to the real-time feedback of online reporting;handling supervision refers to the supervision of standardization and timeliness of the staff in handling cases;statistical analysis refers to the data analysis of cases,which intends to support the decision-making of risk control for establishing a clean and honest administration;system management is aimed at classifying user permission,so that functional modules can be designed based on the classification and each module has its own permission object.The management system was designed with a clear mind by using B/S architecture,Java,SQL Server 2005,and a top-down module analysis model.It was developed from the perspective of software engineering by the steps including demand analysis,preliminary design,detailed design,and software implementation.The paper was written in strict accordance with the development process of software engineering.At first,specific functional requirements of the system were analyzed,and its business process and business requirements were summarized.Preliminary design was then conducted and functional modules were classified,followed by detailed analysis and design of all functional modules and backend database.At last,all functional modules were implemented to form a complete system.After rigorous testing,the system runs normally and meets the needs of the customer's functions.
