Memory is the entity which record, keep and reproduce its experience. Society is also has a memory, social memory is the people who percept and refactor their common memory. It is the precious wealth of the mankind. In the process of the inheritance of the human civilization, social memory has played an important role. In the1990s, UNESCO advocated and organized the "World Memory Project" in order to protect the non-material cultural heritage, which help the world to launch a huge social memory building work.File has the character of original records and irreplaceability. Therefore, it’s the important carrier of the social memory. The building work of social memory must be also based on file. As the file plays the more and more important role in the practical construction work of the social memory, we can conclude that file will be the development core of the social memory or even the world memory. Domestic and overseas scholars have carried out much study about file, social memory and its construction, and also obtain many valuable research results about the construction of the social memory.This article mainly focuses on the social memory and file. Starts from the concept and basic theory of both, draws lessons from foreign research methods and the latest achievements, explores the relationship between social memory and file, then proposes the construction method and file management strategy which are suitable for our national situation and will lay a solid foundation for socialism culture.
