NTPL (Non-traditional public library) mainly refers to the library that is maintained bynon-government organizations, enterprises or privates, opens to all societies and rendersservices to certain area, organization or public. In general, NTPL includes communitylibrary,university town library,and industrial park library.As one main components of publiclibrarianship, it plays in the course of economy and society development the same role astraditional public library which is preserving the cultural heritage, provide informationknowledge service, carrying social education and navigating cultural recreation and so on.Because of the significant differences compared to traditional public library such ascapital investment, resource building,management mechanism, service scope and servicecontent, respective changes should be made to the theory basics of NTPL. The theory ofNTPL should base its growth and development on the basic principles and study methodologythat are obtained from the fundamental subjects and apply them to the theory and practice ofNTPL to build a relatively mature and complete NTPL theoretical system.This paper mainly contains6chapters. Chapter1introduces the background for thechoice of this topic, the present situation of studies on NTPL and its significance both athome and abroad and the innovation of this paper. Chapter2briefs the definition of NTPLand its theoretical foundation sources; Chapter3from the management perspective, describedquasi-public goods theory and the theoretical basis of new public management theory fornon-traditional role of public libraries. Systems theory and the theory of informationresources sharing its theoretical basis. The fourth chapter, from the perspective of economicsociology to explain the theoretical basis of the role of social capital theory. The fifth chapterfrom the perspective of cross-sectional discipline, elaborated systems theory and informationtheory-based resource sharing role of theory.And Chapter6is the conclusions.
