In recent years, global earthquakes occur frequently with enormousharm. China is in the world’s two major seismic belts, and the earthquake is in the activeperiod. The rapid development of science and technology make population, resources andenvironment more concentrated. Once earthquakes occurs, it will bring great casualtiesand economic loss which is difficult to measure, such as Tangshan earthquake in1976,Wenchuan earthquake in2008and a seven-point-one magnitude earthquake in Yushu, theprovince of Qinghai, in2010, Qinghai Province. These bring people a serious blow,leaving a painful memory.The purpose of emergency logistics is to provide emergency relief supplies which arerequired in the process of sudden public events, such as, natural disasters and public events, inpursuit of special logistics activities which target time benefit maximization and disasterloss minimization. For the purpose of minimizing the impact of the earthquake disasters onpeople’s lives and safety, reducing the mortality in the earthquake disasters as soon aspossible, starting from the areas of emergency logistics vehicle scheduling, and providingtimely effective medical aids, this paper studies vehicle scheduling problem of emergencymedicines in earthquake disaster.First, based on the frequency and harmfulness of earthquake disasters, the paper proposesthe research background and significance and introduces relevant research dynamic aboutemergency logistics, vehicle scheduling and drug transport. Second, there is some relevantintroduction about the basic knowledge of the seismic distribution and the characteristics of theemergency medicines and logistics in earthquake disaster. Third, according to the stages ofearthquake rescue mission, the vehicle scheduling problem of emergency medicines in thebeginning of earthquake disaster is corresponding divided into scheduling problems in twoperiods: the emergency medicines vehicle scheduling in beginning and later of theearthquake disaster. Finally, realistically analyze the factors about according to variousfactors about emergency logistics vehicle scheduling, and build respective model. In theearly days of the earthquake, the objective function is built, only considering timeminimization, and a vehicle scheduling model with unilateral time window under thecondition of single motor pool and multi-vehicle. Later in the earthquake, on the basis of theformer model and actual demands, a double objective function model is established which is basedon the customer satisfaction maximization and transit time minimization.Also, roadcoefficients represent the direct transport block from earthquake and aftershocks and theindirect block from threat of drug safety caused by pollution and misuse.Genetic algorithm is used to solve two models above, through changing the controlparameters to decide parameters. Finally, apply Matlab to get the optimal solution of an example, which tests the effectiveness of optimization model and algorithm. The dualgoals about earthquake later drug vehicle scheduling are achieved by two stages. The firststage is to respectively select satisfactory solutions from the experiments with differentcontrol parameters. The second stage is to encode the few satisfactory solutions, and getchromosome which presents the highest customer satisfaction according to the membershipfunction of customer satisfaction. The specific chromosome is as the optimal solution.
