E-government is the product of the network information age development, is thecore contents for the government realizing modernization administration management.Strengthening Chinese government’s E-government construction is an effective mean totransform government functions and improve government service level; is the necessaryapproach to strengthen government regulation and change government work andmanagement style; is the necessary choice to realize government information open andimprove government efficiency. Currently, the E-government constructions all over thecountry are made vigorous, but due to the economic development imbalanceeverywhere, the government internal organizational structure and management systemare prone to appear fragmentation in the actual work of the government, and it oftenforms the situation of "information lonely island ".In this stage, China has only a small number of developed cities and regions suchas Beijing, Shanghai and Guangzhou, etc. into a two-way interactive stage, a lot ofgovernment affairs have been fully realized online, and many of district-levele-government run still remain in the low-level one-way interaction stage. This thesis isto the actual situation of the district-level E-government in our country at this stage,takes Yuci District, Jinzhong City E-government system as the example, summs up theexperience and lessons of Chinese E-government development process, and explores theimpact and roles of E-government to Chinese society and economy, and puts forwardthe basic conditions and ways to build the district-level E-government. In addition, itcarries through the researches on how to construct a unified portal system and a unifieddisplay as well how to integrate the existing information resources, etc.The thesis starts from the actual situation, firstly elaborating the researchbackground and significance of the thesis, introducting the development conditions ofE-government at home and abroad, and proposing the research content andorganizational framework of the thesis. Then, the author provides a brief introduction toYuci District, Jinzhong City E-government platform involving key technologies: NET technology, SQL SERVER2005, credible Web Service technology,Service—OrientedArchitecture,work flow technology as well as C/S and B/S mode. According to theinternal and external demand analysis of Yuci District Jinzhong City E-government, itcarries through systematical function design, system security design, E-governmentsystematical detailed design and database design. At last, it makes an analysis on how toachieve Yuci District Jinzhong City E-government platform capabilities, and makes anevaluation to the achieved test effects.In the Yuci District, Jinzhong City E-government construction, it takes advanced.NET technology, the system uses a three-tier technology solution. In order to guaranteethe stability and scalability of the system, it uses browser/server (B/S mode) based onthe Internet. Through a browser, client end can inquiry and process information withinthe system, realizes the information of government business processes, which provide amore efficient and quality service for the general public.
