With the rapid and vigorous development of China’s social economy, the hazard of environmental pollution caused by economic development is becoming more and more serious. It has brought tremendous threats and challenges to people’s production and living, thereby environmental monitoring has become an important content of China’s environmental protection. With the rapid development of computer technology and Internet technology, the establishment of a set of automated, intelligent and networked environment automatic monitoring system has become an inevitable trend in the development of environmental monitoring.Based on the development needs of YiChun City for informationization of environmental protection, we’ve launched an in-depth research and proposed an overall design concept for the environmental monitoring and management system through a lot of research on YiChun City’s environmental monitoring operations combining with the specific circumstances of the environmental monitoring in the current area, as well as the functional requirements of the management system. We’ve analyzed the operation features of the environmental monitoring and management system by applying demand analysis of software engineering. In this paper, we have analyzed the design goals and realization principles of the system in detail, and endowed the system with a pollution warning function to enhance the response capability of environmental monitoring.The system used B/S structure-based system application architecture and ASP.NET-based Web services. It has achieved processing for all data in environmental monitoring based on ORACLE database management system which includes data collection, data monitoring, data transmission and data storage that improved the efficiency of access to data, and data search, analysis and statistics and other work. And we’ve also realized the complete functions of the platform of comprehensive information management system during system development through the use of object-oriented design and programming method.The system can provide convenient and fast environmental monitoring and management services which enhanced the level of informationization for environmental monitoring. The system is easy to use and of strong practicability for its complete functions, friendly interface and strong scalability.
