The private optical network is a special communication network which is built tosatisfy the internal communication requirement of some special industries or department,such as the military communication networks and public security communicationsnetworks safeguarding national security and maintaining social order, the electricalcommunication system satisfying people’s daily life and industrial development, and theprivate communication network using for transportation, like rail, air and roadcommunication network. In addition, the most important reason to establish the privatecommunication networks is to ensure that the company’s information security, improvethe management efficiency, and ensure the commandments from the higher authoritydelivered timely and effectively.In order to make the communication network operating normally, the networkmanagers need to know the running states of the network comprehensively, adjust thenetwork and make emergency plans quickly when a sudden network fault happens.However, the difficulty and workload of managing the entire network is increasedgreatly because of the unconventional rapid construction, large-scale expansion ofnetwork capacity, and unbalanced resources utilization. Therefore, how to assess thenetwork performance and how to assist managers to make the emergency plans arestudied in this paper.This thesis is based on the reality project. In order to solve the practical problems,a decision assistant system for private optical network performance evaluation andemergency preplanning, which can reflect the running states of the network and assist tomake emergency plans, is designed. Firstly, the characteristics of private networkservices and the demand of the private network departments will be analyzed, and theevaluation index and the practical problems that exist in the real network will bepresented. Secondly, the overall structure and the main modules will be introduced, aswell as the design process of each main module. Finally, the network performanceevaluation of private optimal network and the implementation process of the system areelaborated. In addition, in the process of software development, a test case will be provided to verify whether the basic functions of the software system achieves the goalsof the project or not.There are three main contributions in this paper, namely, evaluating the networkperformance index of the existed network by network topology construction, networkresource configuration and network load analysis, which meets the actual needs of thenetwork management department. We analyze the network survivability by simulatingthe network problems maybe happen in the future, and use the results to improve thereliability of the network and the managers’ ability to deal with emergency incidents byhelping upper-level managers make emergency plans, to make sure the importantservices delivered effectively. Using the new display technologies WPF, we develop anassessment system with better ability of human-computer interaction and good displayeffect to help managers to manage the entire network better.
