Since the20th century, with the maturing of telecommunication networks, the rapid development of the Internet and the rise of Internet of Things, the era of triple-play have quietly come. There are a growing number of types of full-service, constantly expansion of network scale and increasingly complexity of network organization. Under these tendencies, the optical transport network (OTN) is evolving and developing continuously. Therefore, telecom operators have always attached great importance to the planning and optimization of OTN, in terms of how efficient arid reliable to enhance the operational capacity of the transmission network, and reduce costs of network construction and operation and maintenance. Moreover, in order to meet the increasing requirement of network complexity and quality of users’service, it becomes more significant for telecom operators to pay attention to survivability technology of optical network, as a way to assure the stability of OTN. Development of OTN planning and optimization system software aims to provide efficient and accurate simulation tools for the network designers, so that they establish the scheme of network planning and optimization more efficiently, accurately and optimally. With the support of the project "The research of novel algorithms and intelligent developing tools for the next generation of optical network", this paper mainly completes the work in the following listed five areas.1. A novel classification of OTN planning is discussed, including the new planning, the expansion planning, the rolling planning and the intelligent topology construction. The process of OTN planning is also discussed, including three steps, which are network topology design, routing and resource allocation, redundant capacity allocation.2. Combined with the actual situation and the feasibility of planning software development of OTN, a model of OTN evaluation index system is established, that including three terms, which are network survivability, network utilization, network scalability3. According to different orientations of network optimization, OTN optimization is divided into three categories including traffic routing optimization, network topology optimization and network survivability optimization, which processes are designed separately.4. Based on the development of OTN planning software, the fault simulation module for network survivability evaluation is designed in detail, including the following steps, which are fault setting, fault dealing, fault evaluation and fault recovery.5. The overall system architecture and main functional modules of OTN planning software "Network Smarter" are show in the last part of paper, as the achievements gained by our project team.
