With the continuous development of communication technology, the pace of Tripleplay has become more and more close. The integration of the telecommunicationnetwork, broadcasting network and internet, can not only reduce the cost ofinfrastructure and maintenance, but also share a variety of media elements from threenetworks and derived rich value-added services form it, such as VOIP, TV chat,interactive games, etc, these services will bring new vitality to the market. The ultimateforms of network convergence is the convergence of business from different terminalunit, as the typical business of terminals interaction, IPTV is necessarily the best way topractice the fusion concept, in addition, the most intuitive way to fuse business is tomake the seamless terminal screen, for the reason, the research for Inter-Device videomobility became the important entry point in the triple play.According to the business requirements of the IPTV in a certain environment, thedevelopment platform, based on LAMP technology (Linux, Apache, MySQL, PHP),was used to realize the functional requirements. The system regarded Linux as operationsystem, and regarded Apache as Web server to provide network service, and regardedMySQL database as the memory system of critical information, at the same time, I usedPHP Programming language as the interaction tool between the system and database. Inorder to adapt the operational habits of the users, the system regarded Browser/Server asoperational mode of users. Apart from this, the video play embedded in the web page byexternal plug-in, Video-On-Demand and live broadcast business were realized by Helixand VLC video server according to the business characteristic.In this paper, the IPTV system is designed as the distributed architecture; it couldmake a reasonable split between the program and data according to the business needsof the system, and then regard them as separate functional entities to arrange among thedifferent servers, it could make the distribution of resources more reasonable, andeffectively reduce the system delay. Furthermore, the system realizes the load balancingin the video servers according to the ability to play and specific business environment. The system was mainly aimed at local area network, such as university, community,government, company. According to the existing resources, the system was not onlygenerated faster by using as minimum investment as possible, but also it has a goodscalability, maintainability, security, and provide a more efficient solution forenterprise information constructions.
