In our country, the superior medical resources are centered on large hospitalsespecially AAA hospital. As citizens’ living standards improved, the requirements formedical quality also get higher and higher. The major hospitals are always crowded. Thepeople rush into the major hospitals, however, they also feel dissatisfied with the servicequality. According to the forth survey of the national health service, there are41.2percents of the citizens are not satisfied with the outpatient service, and44.2percentsare not satisfied with the inpatient service. The new reform of medical system claimsthat the large hospitals must concentrate on ’we should improve the ability of medicalservice to ensure the efficiency, quality and safety of service, and take various measuresto be convenient for the citizens". It becomes the most important theme of the reformthat public hospital deepen the medical system that how to adhere to the concept of thepublic and efficient service, how to improve the quality of the hospital service, how toameliorate the citizens’ experience, and how to create a harmonious medicalenvironment. It is an effective measure in solving the phenomenon,’three long a short’,in the treatment to use the ’medical card’. It has become the consensus of medical scope.Because the ‘Bank medical card’ which can lead patient to see a doctor has the paymentfunction and it is used generally, gradually it becomes the development direction ofmedical card.This paper mainly introduces the system analysis, design and implementation of‘Bank medical card’ which developed in Daping hospital, one of the most famous AAAhospital in Chongqing. Firstly this paper discusses the basic theory of ‘Bank medicalcard’ system, especially the characteristics of the outpatient service in Daping hospital.Additionally, it describes the function requirements of the system applicationarchitecture of the ‘Bank medical card’ in Daping hospital, and the specific design andimplementation based on.Net standard system structure, application developmentenvironment and the center technology of each layer. This paper mainly analyzes theoperation flow and data flow of various service subsystems, such as the management ofself-service machines, charging, registration systems, outpatient services, and medical bank account checking.According to its own characteristics, the paper discusses the process analysis,system structure, analysis and design, database design and data exchange of othersystems to establish an application system which is convenient, safe, reliable, and hasflexible expansion, and efficient management.Main innovation of this system is that it can reconstruct the clinic process by usingthe principle of process reconstruction; With the electronic payment mode, it canshorten the payment waiting time; Relying on the integrating management measures of‘Bank medical system’ in daily operation, this system can change management afteraccidents to beforehand control. It can improve the safety of patients medical treatment,and ensure the medical rationality.According to its own characteristics, the paper discusses overall scheme design,requirement analysis, architecture design, network design, project management, systemtesting, etc. Now it can help patients register, pay the fees, recharge, apply a card, printreports and so on by themselves. And the project has been ran officially andsuccessfully in Daping hospital for more than1year.
