Since the reform and opening up, Chinese railway construction and operation havemade a rapid development. With the construction of this new round of high-speed railproject, railway changes rapidly. Consequently, the railway system personneldevelopment work must be adapted to the locomotive driving staff skill levels whichdirectly affect the safe operation and maintenance of the railway system in themanagement level. Railway locomotive drivers as the backbone of the railwaypersonnel, the continuous improve of its overall ability and personal qualities, andplayed as a pivotal role in the operation and maintenance of railway safety. However,the railway system development of qualified personnel performance is relatively weakin a long-term, and imperfect for the daily management of the locomotive drivers,cannot meet the high-speed railway development on the quality of the locomotivedrivers nowadays. For this reason, the design of a locomotive driving personnelinformation management system revealed the importance. Based on the analysis of thecurrent situation of the information management of high-speed railway locomotivedrivers, personnel structure of EMU driver talent selection, training, evaluation,complete the computer information network management.The Internet gradually extend depth, most of the general management system usesB/S mode[1], and the system using this mode. Through the first-line investigation, wehave mastered the first-hand information of the railway driving personnel management,and concluded, according to the Ministry of Railways of the driver requirements tomake the system requirements analysis, and system development to make a theoreticalsupport.This system chooses a three-tier structure of B/S mode of management informationsystems, SQL Server as database,.NET as development language environment, C#asdevelopment language.The system has tested in practical work and voted with all the design features[2],run in a good condition. It has proved that the information system is highly reliable,convenient, extensible and secure in practice.
