Nowadays, the development of railway industry is increasing rapidly. Especially the high speed railway has been upgraded to a national strategy, as the national identity, which highlights the national power of China. With the total railway mileage’s increasing, the demands for railway locomotive driver testing are also growing. According to the relevant laws and regulations, all the locomotive drivers shall pass the tests before getting into the job. Therefore, it’s very necessary to design a administrative system for certification test of locomotive divers, which confirms the current development situation, in order to strengthen the systematic management for the test. Based on the accumulated experience we have, the new designed system adopting advanced design concepts will fulfill all the reality demands and save a great amount of labor force, money and considerable resources. To improve the efficiency and accuracy, the new system will fulfill the demand of standardization, normalization and diversification for test administration.From the practical demands of related institutions, based on the status quo of railway development, this system analyzes the functional and non-functional demands which should be opposed. On the shoulder of feasibility study, the general target function and functional framework of the system has been newly designed. What’s more, the general framework of the text system has been established. In accordance with four types of basic random Petri nets model of workflow, the new administration has been simplified through the process of modularization. Based on the random Petri nets module to simplify operation procedure with modularization, the study of rationality, applicability and operation efficiency of this system has been proved well, which found the method for calculation the response time of computer system.Aiming at the characteristics of the system and the scope of the user, the system adopts B/S frame model, and chooses eclipse as research tool technically. Adopting the java as the main research languages and visit data base of MyAq15.5 through MyBatis. During the systematic module design, the system puts the test procedure as main line, including four subsystem:the registration management system, test management, qualification management system and user and user’s authority management.The test management system covers many contents. So this thesis puts particular emphasis on theoretical analysis and design, with the time of designing is quite limited.
