The topic is a simulated engineering application research funded by the safe operation of the management and the disaster warning and preventing system of the Yellow River Diversion Project(YRDP) which is an important project of the Department of Water Resources in Shanxi Province. Hydrological monitoring system has been a hot research in China. Furthermore, it is a major event which is related to people’s livelihood and national plan. However, the thick ice floor would bring a huge impact to hydrological measurements when water ice up in the winter. Therefore, it is difficult for us to monitor hydrological in the winter in recent years. Most of domestic and foreign scholars who are well-known in their country have done related experiments and demonstration. With the YRDP background, we come to understand the status of hydrological monitoring technology in the winter in the central region in depth, collect a lot of data in order to measure the water level correctly after freezing in the winter, and cite the relevant methods of domestic and foreign scholars. According to a certain analysis, we improve the early measurement system which is involve in the hydrological in the winter practically and effectively. The system is consisted of four main subsystems for SCM simulation systems, GPS positioning system, wireless transmission systems and Labview processing system. Meanwhile, the concept of the internet of things was introduced, which lay the foundation for the development of the internet of things in the future. First of all, the main chip of microcontroller which was used at hardware portion is M430F149. Clock design and temperature design were mainly conducted. We design the transmitter which was improved. The information was collected by a MFC digital water level sensor. According to convert analog signal to digital signal, the current signal which was collected back by the sensor was transforming related water data. Secondly, the GPS positioning system was introduced and the principle of the GPS positioning was illustrated simply. At the same time, how to match with the communication protocol was discussed. Once more, the transmission system was introduced. The previous system such as GSM, GPRS had poor portability, and the transmission requirements were not in the flow of people during the peak period. In this paper, the wap300c module and the module which Model is SZ-232-2K were utilized. Both of them have advantages. The first one is wap300c module. It is convenient to debug with the JTAG port. Then the related procedures such as temperature and water level were written. They will be displayed on the PC. Another is wireless transmission module which is based on zigbee networking. Its model is SZ-232-2K. Because the module comes with the program, its information can be displayed directly on the PC. Compared to the former, the latter was decided to choose. Finally, I took advantage of Labview virtual instrument to conduct host computer simulation. According to design the front panel and block diagram, I completed the acquisition of the information such as the clock, temperature and water level, draw the related graph, and introduced the alarm system. If the water level reaches the set threshold, the lamp of alarm will light accompanied by the alarm sounded. Afterwards the information was automatically generating reports etc. In the word, aiming to the problem which the scholars at home and abroad can not solve, the paper dissected and analyzed the winter hydrological measurement system at all aspects. The paper proceed mainly from the hardware design, wireless communication and software development, combining with the specific circuit, transfer protocols and software design language of the design of the entire system. Also attach a GPS positioning system, will achieve real-time on-site control of winter hydrological.In the paper, the system was a digital water level sensor series system, once used in Heihe at the Heilongjiang. It made relevant aspects of scientific research and acquired practical application. This system had obtained the national invention patent, which serial number is01122573.4. In the background of the Yellow River Diversion Project, we combined related content with this system, completed the project which is the system of the safe operation management and disaster warning to prevent of the Yellow River Diversion Project in October2012. Furthermore, the project was adopted by the experts of the Science and Technology Department of Shanxi Province. It achieved good economic and social benefits. With this project and winter hydrological measurement system conducting, we had participated in the new U.S. Cup contest.
