Through thegeospatial information gervice uechnology (GIS, GPRS, GPS) and other technicalmeans, it strengthens the efforts on the real-time monitoring of relief supplies andquickly realizes activities for disaster reduction. Spatial information servicetechnologies are better able to achieve and optimize business processes, so as tosimplify decision-making processes of relief supplies allocation problemes. Introductionof spatial information technology can better improve the decision-making efficiency,visualization performance and reliability of relief supplies allocation system. Meanwhile,Building the system on the basis of spatial information services utilizes maximumlyexisting resources to realize the integration of information and applications.Based on the current status and needs of relief supplies allocation systems, first ofall, we should be the system requirement analysis; Combined with the networkgeographic information system features and technologies,we can determine WebGIS asthe solution for the overall system. Based on spatial information services, we design thesystem as a four-tier structure—make the PostgreSQL as the foundational database,which will manage uniformly spatial data and attribute data of post-earthquake reliefsupplies allocation businesses; Secondly, we set the WebGIS platform as the spatialinformation support layer; Thirdly, based on the service-oriented structure concept, were-package spatial information service, combine the support layer with deployment ofbusiness services together, which will provide services to business application layeraccording with needs of post-earthquake. relief supplies allocation businesses; Lastly,this paper keeps on making the system database design in logically and physically, andwe discuss the following topics in detail: the earthquake damage zone management, therelief supplies demand management, the disaster relief material reserves management,and how to track the path planning for the deployment of goods. Through softwarestress testing and program logic testing, this system proved its stability and reliability. At the end of this article, the paper shows main functions of the system, which will notonly achieve modern information management for the post-earthquake relief suppliesallocation system, but also bring a fully shared network geographic information system.The system has achieved desired results, but still needs long-term more deepplydevelopment and improvement. And the system can also adapt to the new situation ofpost-earthquake relief supplies allocation businesses and aid decision-makers effectivelyand sciencely. |
