The military supplies purchasing is on the process ofstandardization and legalization, and the efficiency of army supplies purchasing hasbeen enhanced with years of exploration and practice.The military supplies purchasing is a complicated process, which involvescomplicated demand species and a large number of needing. It’s difficult for mosttroops to find the most appropriate provider quickly. And many providers can’t findthe corresponding troop customers because of the lack of information and channelblock. The individual troop who needs the individual service can’t find suitableproviders, which restricts the efficiency of the work.The service pattern of Bilateral Resource Integration Service（BIRIS）hassolved the problem above effectively. The pattern was open to both the supply andthe demand, by means of integrating the various service resources which serviceproviders own, the service pattern provides an individual service for users whichhave individual needs. Monitoring of the entire service process provides guaranteeto the greatest extent of services quality and improving service value.Combining with the army real supplies purchasing process, this paper makesan understanding and analysis of the status of domestic and foreign militarysupplies purchasing by collecting a large number of documents military suppliesprocure. The military supplies purchasing service platform was set up based on theservice pattern of BIRIS. The writer raises a new supplies purchasing patterns andprocesses. With mathematical modeling of service combination problem in businessprocess on the mathematical, the algorithm was realized by JAVA. Applying themethod of the software engineering, the service platform in the framework of theBIRIS-SSP was designed and realized, which was geared to the needs of militaryNon-Confidential supplies purchasing.
