Design And Implementation Of Dongying City Talent Management System

Facing the booming of knowledge economy and the changeable developing of S&T has in whole world, pivotal functions of talented person in the development of economy becomes more obviously. Therefore, the rapid development in talented person has become a important strategic choice in the harsh international competition and " Talent Strategy " has been applied in many countries. China is in the critical stage in reform and development and acts more obvious functions in the economy of world. Presently, in the background of globalization,"talent strategy" is applied in China smoothly in the process of economy development. We should both keep on the HR advantages and talented person1comparable competition advantages to transfer our country from HR big country to strong country.Dongying, located in the north part of Huanghe River Delta, is the core region in high efficient eco-economy zone of Huanghe River Delta. Therefore, the high development of Dongying attracted amount of talented person all over the world. To enhance the basic construction of high level talented person and realize the dynamic management and share of high level talented persons in Dongying, we designed and developed "Talented person information management system in Dongying City" to provide efficient and dynamic management in talent people.To overcome the shortcomings of current talent management platform in Dongying City, such as standards are not unified, the information is not shared, inefficient use of poor data quality and development platforms is lagged, etc., we proposed the design and implementation of talent management system by using Python language and Eclipse+PyDev developing environment. Based on the demand analysis, we proposed10functional modules, denoted as specific talents management module, talents statistic information module, talents management information module, invitation talents information management module, talents education information management module, talents performance evaluation information management module, talents granting information management module, talents investment information management module, talents service information management module, talents identification information management module and corresponding design of database. Then, the specific realization of each design were proposed for modules and database and provided detailed source code. At last, system test was applied and the system can be pass all of applied test.Talents management system in Dongying City was design and realized in this thesis, which have higher traits and running efficiency. This system can improve the informational level of HR management and successful realized the efficient management of six department, includes government, enterprises, high-tech talents, specific talents, agricultural talents and society service talents.
