Cost control, low cost strategy, the pursuit of the best benefits has become the drilling company survival, extension development goals, in order to achieve this goal, we must start from the source control of single well cost. Control of the single well cost control all the cost of drilling, single well drilling engineering cost budget is the basic means to control the cost of single well, years of practice has proved its superiority, this paper attempts to improve the single well drilling engineering cost budget, management principles and how to improve the single well drilling engineering cost budget a simple exposition.This paper describes the single well drilling budget management information system, using B/S, C/S model in the design, using Java, JavaEE as a development platform, using Oracle as the database management system development, the realization of single well budget management, and passed the test of test run. The single well drilling budget management information system in the development process, according to the basic process of software development, system function requirement analysis, system design, data dictionary analysis, system design and implementation, and introduces the implementation process of system design and system function and the database. The key to realize the system management module, basic data management module, business processing module, query module, system and quota system interface module, the realization of single well drilling in the development process of the budget information query, update and other operations, to achieve a paperless information management of the single well drilling. The use of a single well drilling budget management information system, the single well data management more convenient, concise, but also conducive to the effective management of data.This system through the trial operation in Xinjiang oilfield, the design results by running the system has achieved the expected goals, to achieve the basic functions of single well budget, suitable for the daily management of single well demand.
