For the functions of tax authorities which carry the national tax collection,and has the nature of public power, to make the "legitimate and reasonable consideration, theprocedures and efficiency, the power and responsibility" is the professional idea, andthat’s important for limit the public power and promote the develop of tax collection.The local taxation of Luncang has the important role of the local taxation in Fujian, but within the work there are some improper enforcement procedures, lack of supervision and make new risk in the taxation and need to be cared. Based on the environment there is much bigger requirement for build the system for enforcement and to security the efficiency and fair.This study combined with the theories to make the summary of the system in thetax and administrative law enforcement, then analysis the function based on the requirements including the daily routine inspection and illegal treatment, compliance and administrative punishment. This study make the design of the Law enforcement management system and the whole implementation process as the object, using the Eclipse platform, B/S and Web to adjust the functional modules, then installed the system to the local taxation and test the specific function, performance testing, to show its core interface and some coding has been implemented.The new system has been widely welcomed and used for more land tax bureau, the system has been promote the effective and the accuracy. The staff of Nanan makepraise of this system and that not only the law enforcement level has been improved, but aslo the taxpayer awareness of law enforcement has been greatly improved.
