With the development of workflow management system, there has been a numberof workflow modeling specification and commercial workflow engine. These workflowengines have advantages and disadvantages. The built-in workflow engine of OpenERPdevelopment framework was originally developed for ERP enterprise business flow toprovide underlying support, but flexible Python bindings and XML specification makethe workflow engine has great adaptability.Collaborative office system needs to reflect the core business processes of citymanagement department, including administrative enforcement of law and handlingcases. Beacause of the complexity of the business process, case filing, approval,handling and closing need to be driven by the workflow engine and the administrativelaw enforcement personnel interact through the system collaboratively.Based on actual research of Dongying City Authority, the requirements ofcooperative office system are determined, and OpenERP development framework isselected as data processing, charting engine and workflow engine. Core businessprocesses of urban management are analyzed based on workflow technology, and datastructures, processes and solutions are extracted using OpenERP language. Thecooperative office system is designed and implemented within the framework ofOpenERP. Based on OpenERP, the development effort is reduced and the system’sflexibility and scalability is also ensured to meet the actual development needs.Equipped with the built-in workflow engine of OpenERP, the system achieves asystem-specific customization of business processes, and meets the actual needs ofurban management. The system’s versatility and originality in the field of urbanmanagement have some promotional value and practical significance.
