Accompanied by development of Communication testing technology, the testing instrument has also put forward higher requirements:software and intelligentize. Due to the rapid development of communication technology, communications testing instrument is expensive, so the instrument developers is required to consider the function and cost. In addition, In view of mobility of network Communication monitoring, it is necessary to monitor different testing points on the same communication network, if there is a long physical distance between two testing point, testing instrument’s miniaturization and portability is the two important trends and directions. Hand-held network testing instrument mainly use for the purpose of the construction site and operation maintenance, does not require Complete functions, but focus on the practicality and convenience. Intelligent bit error ratio tester(BERT) is mainly based on FPGA technology, and consided convenient, practical, economy three respects as the main characteristics. The core device is field programmable gate array (FPGA), it is easy to transplant and upgrade. FPGA is the most widely used programmable gate array, now many digital communication systems are used FPGA as the system core control device, not only make the system integration degree greatly improved, but also reduces the complexity of hardware design. So, using FPGA as the core control device of intelligent BERT is a more appropriate choice.This paper analyzes the working principium of BERT, the hard-core is microprocessor and FPGA. the FPGA accomplish the transmission and reception of pseudo random sequence and statistics of error bit. The ARM9microprocessor construct the embedded system, accomplish to convert the error bit to the bit error rate, and providing LCD display and touch screen as man-machine interface, greatly improves the ease of use of the instrument. Embedded system will effective, efficient organization and management of resources. At the same time the hardware extension of the Ethernet interface, the software supports LXI bus technology. BER testing technology, embedded system and LXI bus technology, greatly enhance the flexibility of network and communication ability, makes obvious advantages in a similar design.
